House Age and BER Coverage
The 2001–10 period accounts for the largest share of homes (34% of total). The greatest retrofit opportunity is the 1971–80 band — 125 homes without a BER, older construction with typically low energy performance. The 1991–2000 band also stands out with 183 unassessed homes (construction that often predates modern insulation standards). BER coverage is strongest for Post-2010 homes (82%).
Housing Tenure — Census 2022 vs Co. Clare
Owner-occupied homes make up 62% of SEC households, below the Co. Clare average of 72%. With fewer owner-occupiers relative to the county, the SEC may face greater challenges in retrofit uptake, as landlords have weaker financial incentives to invest in energy upgrades. Social and institutional housing is above the county average: 12% Local Authority (vs 6% countywide) and 5% voluntary/co-operative body (vs 1% countywide). Working directly with the Local Authority or housing body to deliver group retrofit programmes can be more effective than engaging large numbers of individual private landlords, each with only a small portfolio of properties.
BER Ratings — % of assessed homes vs Co. Clare (2025)
The SEC's energy profile lags the county average: 31% of assessed homes are A or B rated, compared to 54% countywide (2025). The SEC has proportionally more D-rated homes than the county (23.8% vs 9.7%). Conversely, F-G-rated homes are under-represented in the SEC (1.5% vs 7.5% countywide). With 32% of assessed homes in the D–G bands (vs 22% countywide), there is significant retrofit potential in the SEC.
